From Reserve Plan to Rebuilt Roads

Talavera’s reserve study flagged its private streets years before the work was due. By 2025, routine resurfacing was no longer the right answer — so the community rebuilt the roadway down to the base, then moved into a protective sealing phase in 2026.

The challenge

Not Another Resurfacing Job

The community was no longer looking at a cosmetic resurfacing project. The existing roadway had reached a stage where a more comprehensive solution was appropriate. Talavera needed to move from ongoing maintenance to full reconstruction — while keeping the board focused on the long-term value of the investment.

The strategic question wasn’t simply, “How do we fix the streets?” It was:

How do we make the right investment now — and protect it for decades to come?

The approach

Plan for the Lifecycle. Rebuild for the Long Term. Protect What Was Built.

  • null

Use the reserve study as a decision-making tool

The project began with long-range planning already in place. Our management team supported the board as the roadway need moved from a future reserve item to a current capital priority.

Address the underlying asset, not just the surface

In 2025, the existing private streets were removed down to the underlying base and reconstructed. The approach went beyond another surface treatment and reset the community’s roadway asset for the long term.

  • null

    Follow reconstruction with disciplined maintenance

The work did not end when paving was complete. In 2026, Talavera moved into the sealing and maintenance phase required to protect the new streets and preserve the value of the investment.

The result

A Major Community Asset Renewed — and a Plan to Preserve It.

Talavera entered this project with an identified capital need and emerged with its private streets comprehensively rebuilt. Just as important, the association is continuing the pavement-care cycle in 2026 rather than treating reconstruction as a one-time event.

Full reconstruction

A long-term solution replaced a surface-only approach.

Ongoing protection

2026 sealing helps safeguard the reconstructed roadway investment.

Long-range value

Intended to support roughly 25–30 years of roadway life with appropriate maintenance.

Why It Matters

A reserve study creates the most value when it drives real-world decisions. Talavera’s street project shows long-term stewardship in action: anticipate a major asset need, take the appropriate level of action when the time comes, and continue the maintenance needed to protect the investment.
